Fix : Fix the declaration with the prefix "ISODA_".
Add : Add functions ISODA_DriverInit() and ISODA_DriverClose().
      ISODA_DriverInit() is equal to ISODA_SysOpen().
      ISODA_DriverClose() is equal to ISODA_SysClose();

Add : Add the ISODAu.CPP, ISODAu.PAS and ISODAu.BAS.
      These files are subroutines for BCB, Delphi and VB.

Add : Add the Diagnostic Program.

Add    : Add the user manual "CallDLL.pdf", it describes how to call the 
         DLL functions with VB, VC++, Delphi, BCB.
Add    : Add the user manual "ResCheck.pdf", it describes how to check
         the resoures on Windows 95/98/NT.
